Brazil's Supreme Court has postponed a critical decision regarding the selection of Rio de Janeiro's governor, prolonging a political crisis that has lasted over three weeks. The lack of a governor has created a vacuum of leadership as pressing issues, including policing, urban mobility, and rising gas prices, remain unaddressed.
Since Cláudio Castro resigned on March 23 to pursue a Senate seat in the upcoming elections, Rio has not had a functioning governor. The Supreme Court's Justice Flávio Dino has requested a review on whether Castro's successor will be elected by voters in an early election or appointed by the state's legislature, notorious for its scandals. The court has granted Dino up to 90 days to return with a ruling, but current indications show a 4-1 majority favoring a selection by the legislature.
The situation is complicated by the resignation of potential successors. Thiago Pampolha, who would have been eligible, stepped down as deputy governor in 2025 to take a position in a state watchdog body. The next in line, Rodrigo Bacellar, the speaker of Rio's legislature, was recently jailed, further complicating the state's leadership crisis.
Currently, Ricardo Couto de Castro, head of Rio’s judiciary, is acting as the caretaker governor. However, his interim role is not expected to last long, and he faces significant challenges in coordinating with other city executives amid the ongoing uncertainty.
Political analysts have voiced concerns about the ramifications of this delay. Thomas Traumann, a political consultant and former government minister, described the situation as not only embarrassing but also dangerous. He pointed out that the Brazilian government recently proposed a deal to lower diesel prices, which have surged due to global conflicts. Rio has been unable to participate in this deal due to the lack of an authorized governor, potentially leading to the highest diesel prices in Brazil.
Moreover, there are fears among judicial members that the ongoing instability may hinder their ability to advance critical cases, as the head of their judiciary is preoccupied with governance responsibilities.
Senator Flávio Bolsonaro, a prominent figure and son of former President Jair Bolsonaro, has been advocating for state lawmaker Douglas Ruas to be elected governor through the legislature. In contrast, supporters of current President Luiz Inácio Lula da Silva are pushing for an election, advocating for Eduardo Paes as their candidate.
As the Supreme Court continues to deliberate, the people of Rio de Janeiro await a resolution to this ongoing political crisis, with the next scheduled governor elections set for October. The implications of the delay are significant, as residents contend with pressing governance issues and rising tensions in the region.
